Peacekeeping: Soldiers and Aid Workers - Partners Apart

General Tousignant returned to Canada in 1995 after serving two terms as the United Nations Commander (and UN Assistant Secretary-General) of the multi-national forces assigned to Rwanda. As commander of all armed forces in Rwanda, he was enjoined by the UN to focus on reconstruction after that country's devastating civil war. Upon returning from Rwanda, General Tousignant was appointed Director of Operations Renaissance to restructure a key Defence Department directorate. His most recent position is Special Advisor to the Government on the Somalia Enquiry.
