On the carrier scale it may be possible to obtain a list of allocated
numbers from the local telecommunications regulatory body.  For example
the ACA in Australia has a search utility which you can use to find
which numbers have been allocated:

http://www.aca.gov.au/pls/numb/registry.range_search

(For example try searching numbers from "028" to "029")

While this data can be considered authoritative it may not be available
in all countries, and still has the issue of how/when to expire entries.
