Route them out an FXO port either on an Asterisk box, Cisco router, PBX, key
system, or channel bank of some kind.

There is always the "In case of emergency, please use the red phone in
the break room for dialing 911" signs you can put up in an office to
meet the E911 worker requirement.  Then have the red phone just be
connected to a regular POTS line.
