FYI, here is a statement from the 3GPP2 liaison, indicating no outstanding 
request for this specification. 

Note that the MIPv4 charter appears to require that work items be 
relevant to deployment within these kind of environments: 

"Mobile IPv4 is currently being deployed on a wide basis (e.g., in
cdma2000 networks). The scope of the deployment is on a fairly large
scale and accordingly, the MIP4 WG will focus on deployment issues and
on addressing known deficiencies and shortcomings in the protocol that
have come up as a result of deployment experience."

Hi Bernard, there is no outstanding request from 3GPP2 for standardized
MIPv4 support in RADIUS. Also, currently, there is no draft related to 
MIPv4/RADIUS support in the 3GPP2-IETF dependency table.
