yes in most cases. VC-4 contiguous concatenation is widely supported, while VC-2 contiguous concatenation seems to be rarely supported, if at all. Even non concatenated VC-2s are some times not supported by lower order VC (4/1) SDH equipment as VC-2s are rarely used in networks.
