  AFAIK, ISIS 3-Way handshake is optional and It is fully
  interoperable with systems that do not support the extension.
  I think we are making a dependency here - ISIS Unnumbered extensions
 (for (G)MPLS-TE purpose and not for normal hop-by-hop routing)  
  will be supported only with 3-way handshake extensions. If that 
  is not a big problem, I completely agree with your proposal.
