Concur with Zhi and Yakov.  As one of the authors who brought in the
SONET/SDH stuff, the intent was not to create additional code points or
rates.  I was rather SONET centric at the time and Eric represented SDH.
Now we are both fully internationalized/americanized...

My suggestion would be just to replace SONET signal rates with SDH
signal rates (rather than including both) throughout the document.
