The main thing is that the destination IP address should ensure that
the rsvp message reaches the intended destination. Read section 8.1.1
of the lsp hierarchy doc and section 10.2 of the generalized rsvp doc.

Remember that the dest IP address is to ensure that the rsvp message
reaches the correct nexthop (*in the control plane*); the source IP
address is mostly irrelevant. The PHOP/NHOP MUST be set correctly so
that the reply goes where it's supposed to.
