As Ben stated, while 32 bit labels are (currently) the norm for CType 2, RFCs 3473 and 3471 indicate that the length is variable. If this is the case a header is required to parse the subobjects. If the length of CType 2 labels is fixed at 32 bits, the RFCs should be corrected to indicate this.

all C-Type 2 have a 32-bit length (except C-Type 3): port,
wavelength and tdm labels as well as generic mpls labels,
atm and frame relay labels are encoded right justified aligned in 32 bits (4 octets)
