each element (of the label set) is referred to as a subchannel
identifier and has the same format as a generalized label.
the subchannel represents the label (wavelength, fiber ... ) which
is eligible for allocation; each sub-field has the same format as
described for the labels and the interpretation of the latter
depends on the type of the link over which the label is to be used
the point is that concomittantly any c-type 2 label values defined
today have a 32-bit length
