label "values" are pre-determined by the sonet/sdh multiplexing
structure (pointing you to G.707/T1.105 here), downstream lsr
label allocation depends on the request type

i give you here an example in order to help when setting up
a VC-4 over an STM-4 (like a zoom here between two nodes):
an lsr desires to setup a single VC-4 lsp, the traffic parameters
takes the following values: RCC = 0, NCC = 0, NVC = 0, MT = 1 and
T = 0 which applies to a VC-4 elementary signal (signal type = 6),
and for instance the label that this node will receive back takes
the following value S=2,U=0,K=0,L=0,M=0 meaning that the second
AUG-1 has been selected in the STM-4 multiplex structure

there is a framework on the subject that may help you but you
can also take a look at the gmpls architecture that introduces
the protocol context (pointers available on the ccamp wg webpage)
