Thoughts:
 o Let the ITU know formally _now_, OR
 o Let's work on this, and if it becomes a WG doc, let the ITU know _then_.

My inclination is the latter, as I don't believe we get liaisons from
the ITU until a doc has some stature.  I would appreciate feedback from
those more familiar with the ITU process.

But I would re-iterate Adrian's appeal: please read and comment on
the doc, as I would like to initiate a call to make this a WG doc soon,
especially in the light of sending a formal liaison to the ITU-T.
