They do NOT assign a value to just a DRAFT
They assign a value to a DRAFT AFTER it has been approved by IESG
and put into RFC-Editor and IANA queues for final processing.
That NEVER happend to the old RSVP draft, and so that old draft
NEVER HAD a VALID assignment.
