kireeti, historically value 4 has been considered for the
TSPEC/FLOWSPEC, so this value has been used for our main
implementation (started before the official IANA value
assignment)

note: it would be of interest to reach rapidly agreement
on this since from my side any development initiated/
started after this consider the use the value assigned by
IANA
