There are two issues at hand:
i) what should be done about the codepoint value of 3? and
ii) what value should be assigned for the SONET/SDH TSPEC and FLOWSPEC?
Let me start with the second issue, as it is more relevant to CCAMP.
The responses I got unanimously state that the codepoint value used
for SONET/SDH TSPEC and FLOWSPEC is 4. There is a minor wrinkle here
that in Cisco's implementation, the initial version used 4 and a later
revision uses 3. Apart from that, all responses (from about 10
independent implementations, if memory serves) indicated that they use
the value 4.
On that basis, I would strongly recommend IANA to assign 4 for both
the C-Types of SONET/SDH TSPEC and FLOWSPEC.
The other issue, what to do with the value of 3, is less clear. Most
responses indicated that they either parsed and ignored or simply
ignored this value. As CCAMP WG chair, I don't have a stand on
whether this value should be set aside as reserved, or left as a hole
in the address space, to be assigned to the next request for a code
point for a TSPEC/FLOWSPEC C-Type.
