ASON signaling requirements draft

The authors (well, Dimitri, mainly) have produced a new version of the draft to answer the
issues that the AD raised in review after WG last call.

The draft has been stuck with me for the last week and so missed the submission deadline.

I have now reviewed it and believe it fixes all of the AD's issues (although a couple of
editorial nits still remain).
Since the changes are very small, I do not propose another WG last call, but suggest you
all look at the draft to check that no new concerns have been introduced.
