I guess that I'm not yet understanding what it means to be "intelligent" and
yet still at level 3.  People who talk about "smart switches" or
"intelligent switches" or similar terms are generally talking about using
information in layers 4-7.  Some of these technologies can be packaged so
that they are part of an IP router, but that doesn't change the fact that
they are using higher-layer information.

Could you clarify what makes a router "intelligent"?
