RFC 2277 is a Best Current Practices document. As I read it, it does not
mandate that the bits on the wire must be UTF-8, but that if you allow
multiple charsets, one must be UTF-8. In the current case, we are
discussing the requirements, not the protocol. There have already been
proposals for UTF-8 on the wire, and more plain ASCII on the wire.
