Thanks for the info-  I will certainly take a look at that.

As far as there being "no technical issues", I don't think I am quite
off the hook yet.  The IDN WG may still tear apart my idea because it
is not a straight forward concept as gTLDs/ccTLDs and involves:
1.  Relationship between lsTLDs of the same language.
2.  Nameprep to prohibit invalid scripts of lsTLDs.

You may not be so generous when you read my draft on the 14th.

These are policy issues, not technical issues, so it isn't the role of
the IDN WG to take any position on them. (That doesn't prevent you or
anyone else making an individual comment on this subject to ICANN, of
course. I suggest reading RFC 3071 first.)
