But a query is interpreted independent of TLD.  And once the
query is made, the name is resolved exactly the same way,
regardless of the TLD.

Those things, which are the important issues in determining
whether a given name "means" the same thing to you as it does to
me, are, and would be, true even if a particular domain violates
the current LDH rules in the names it accepts/ registers.
