[idn] idn-proxy for Windows

Hello.

I'm creating HTTP-Proxy "Lychee", that treat domain name encoding
RACE. For reason of using RACE, .jp domains are registried RACE now.

But, Lychee is in developement, and raise many application errors...
Moreover Lychee displays Japanese (although logs are english).

Charsets that Lychee supports now are UTF8 and Japanese (ShiftJIS,
eucjp, and jis-2012).


Note that, Lychee send `Host' HTTP Header in RACE encode.
