That may be true  even  among latin,cyrillic and cherokee labels.
For all-latin "cisco", there are 3^5=273 confusibles in the combinations of
latin,cherokee and cyrillic characters , since  those three script blocks
have similarly looking characters for c,i,s,o.

But zone masters may give  all the 3 domains  ( all-latin , all-cyrillic and 
all-cherokee versions) to one registrant  and decide to prohibit all other 270  
mixed labels ( 273 - 3= 270 ) from begin registered.

These amibiguities are not a "rathole", but a "thief hole" that every serious
 zone masters should be aware of.
