The "above" was a discussion of where the complexity exists, in the design
and implementation of a protocol, or in end-user use of that protocol. Two
design points -- the tsconv and similar drafts at one end, and the Unicode
Technical Committee recommendation at the other. You concluded with:

If you'd be responsive in that list, fine. Please make your response to
that list. Someone on the JET list will eventually forward your reply to
me. If you prefer to defer until that draft is posted to this list, fine.
The issue isn't going away.
