Two years for this working group.  No complete specification for a "hybrid" 
solution.

12 years of IETF work.  Every effort at "hybrid" solutions, particularly 
when they are done simultaneously, has gone badly.

The math is compelling.

By extension you are arguing that we should never make any decisions now, 
because we might close off choices for some future (or separate) work?

We appear to be stuck on a theme of confusing engineering with science.
