I was unable to attend the BOF because of a conflict, but
the draft that was listed on the agenda is exceedingly
unclear about the specific services of interest and why this
problem is distinct from other off-path (or direct-signaled)
signaling problems (OPES, midcom, pads, etc.).  I did have a
chance to discuss it with Allison on Thursday prior to the
meeting and what she described was both more interesting and
a lot clearer than the draft and the agenda text, so
restating the problem so that it's more constrained and more
concrete would be useful to those of us whose response has
been "Huh?"

Also, have you considered having the intermediary contact
the sender and negotiate services instead of the other way
around?  I think that may be a somewhat sounder and
more resilient model.
