Exactly what I inferred from that text as well. I would like
for one of the operators to confirm our understanding.

I read the document as purely requirements, so some of the
items already have standard solutions like IETF VoIP protocols.
It may be that the operators are just wanting an understanding
of how PSTN connectivity would work with IETF protocols since
they may not be IP experts. This would include signalling
protocols and transport protocols in addition to administration
and provisioning.
