It seems to me that the notice that you have reproduced is correct
only for MIB modules that are published in RFCs and that are updated
only when a new RFC is published.  Irrespective of what we decide
about publishing the initial versions of IANA-maintained MIB modules
in an RFC, that last consideration certainly does not apply to
IANA-maintained MIB modules.

Probably what we want to do is have a full copyright notice
in the IANA MIB module, as was done for the RMON-MIB update
that is now being maintained by the RFC Editor (see
ftp://ftp.rfc-editor.org/in-notes/mibs/current.mibs/rmon.mib)

Interestingly, none of the IANA-maintained MIB modules that
I see on the IANA web site have a copyright notice in
the DESCRIPTION clause of the MODULE-IDENTITY invocation.

Bert, since this is a policy issue, maybe you want to
discuss it with your fellow IESG members?
