The documents in question are these:

The atommib document is indeed an update to RFC 2493, with editorial
changes -- new boilerplate, updated references, and so on -- but no
technical changes. It has been submitted for advancement to Draft
Standard. It contains three TCs that define 32-bit 15-minute history
counters.
The asdlmib document defines three TCs that are 64-bit analogues
to the TCs in the 2493bis document, and in addition defines some
other TCs that are used in the adslmib work.
As it happens, the principal author of the adslmib draft (Bob Ray)
brought the 64-bit TC work to the atommib WG for discussion. It
was decided that these documents should remain separate so that
2493bis could be submitted as a DS, which could not be done if
entirely new (and not previously implemented) TCs were added to it.
It was also decided that the work should remain in adslmib since
the atommib work did not require the extended TCs.
