RE: Adding PhysicalIndex/PhysicalIndexOrZero to guidelines Append ix D



I would not state that some web page contains a "complete list"
but rather a "more up to date list". They should be well defined
and generic TCs. Not all sorts of spcific TCs.

I propose that anyone can suggest additons via the MREVIEW list and
that the MIB doctors evaluate. We could also at or around every IETF 
do a re-avaluation of the list and check if additions are needed.
