Hi -

This issue came up long ago when we did RFC 2564 and RFC 2592,
among others.  As you can see from both documents, the convention
'0000000000000000'H has been in use for over four years.  My
recollection of the discussion then was that folks felt that defining a
new TC with explicit support for the sentinel value would have been
more trouble than it would have been worth, and no one wanted to
even consider touching the TC document.  I can't get to the IETF
archives of the applmib WG or of the disman list from before this year;
otherwise I'd point you to the discussions we had back then.
