Sorry, I didn't get your post that started the thread.
Anyway, after reading it from the archives:

GOOD, as it documents long-standing practice.  Even though the
all-zeroes has been technically illegal since at least RFC 1443,
the value has been used nearly as long.

I concur with the objections to calling it "NULL", and agree that
any use of the TC where the special value is permitted must
say so and spell out what it means.

In principle, I think it does.  However, it raises the icky
question of what would happen to all those MIBs if the
IETF Last Call fails.
