It's not clear from the text I wrote because I was not aware of the
requirement.  I guess I should have read 
http://www.ietf.org/ID-Checklist.html more closely.  At a minimum,
I'll need to add another paragraph to cover this case, but I think
some reorganization of the affected section would probably be in
order.  I'll send out an updated proposal later tonight.

As for the actual requirement, I saw this an I-D that was posted
today:

    This document makes no request of IANA.

    Note to RFC Editor: this section may be removed on publication
    as an RFC.

If left to my own devices, that is what I would tell authors to do
in such cases.  Does anyone disagree?  If not, that's how I will
draft the new text.
