With the publication of Entity MIB (Version 3) as RFC 4133 all of the
normative references in draft-ietf-ops-mib-review-guidelines-04.txt
have been resolved. It will be published when the RFC Editor gets
to it.

P.S. Is it my imagination, or are the publication delays continuing
to get worse? It seems that the lag is on the order of 6 months now.
