Xml2rfc template

Hi,

You should be aware that Bill Fenner has developed an xml2rfc
validator that checks for additional things often caught during last
calls, such as matching citations to references, anchor-looking things
such as [RFC2822] with no corresponding <xref> tag, the number of
authors on the front page, and citations in the abstract.

I believe many of these are also being folded into xml2rfc anyway, but
a second validator can be helpful and different error text from the
two tools can help pinpoint a problem.
