Well, syslog-protocol was returned to the WG because it is obvious
they did not actually have consensus to request publication.  After
that point I also began to question whether it was within their
charter.

If this new charter is approved I expect a protocol document
significantly similar to the existing syslog-protocol document to come
forward shortly.
