I don't think that is the correct interpretation at all. I have always
read the above as a tautology: whatever a TLA prefix is, it's what you
are going to find in the default free BGP table. (2374 happens to bind it
to a 13 bit field, but that doesn't seem to be your point.) It may turn out 
that the most radical solutions for multihoming blow away the very concept
of a default-free routing table; we shall see. For now, I think we
should follow up on the kind of systematic analysis itojun has started.
