Also, if LIRs (local internet registries ~~ ISPs) do a slow-start allocation of PA space to some/most/all of their customers, then quick renumbering allows for narrower fine-tuning of the allocation to any given customer, and makes the reservation of adjacent blocks unnecessary. This is strictly an IPv4 issue, though, I would hope. Sean.
