Not to pick on the charter, which is good, but the new wording
dealing with the absence of the swamp:

Relatively can be a large number in absolute terms.
Remember that as we are giving things out there are
people working feverishly in doing various transition
strategies which may increase the number, without
undoing "relatively" (v4 growth continues apace...)
| (i.e., there are no issues with legacy allocations as in IPv4).
Is this true now? Is it likely to remain true for a long time?
