No privacy

Note that you said "location". That is, it is an issue related to
semi-permanent locators.

It is fine.

The worst approach to the issue, on the other hand, is to hide
identity from general public but not from governments and ISPs.

Governments and ISPs watching packets can trace them to
their destinations.

Not giving ID->locator mapping is such an approach.

Privacy on ID is non-issue.
