That seems to crap, or I misunderstood something very badly.

There's _nothing_ special about extension headers when forwarding is 
considered.

Hop-by-Hop option + router Alert is another issue.

Also, when you're the destination address (like w/ Routing Header) and
want to process the header in hardware, support has to be in of course.
