Silly rhetorical question.

As the URL documents, RIR policies are established via public policy meetings in which interested parties, including those affected by the policies, can provide input. Technical implications of policies are part of the input. Have you ever been to a RIR public policy meeting?

I think the answer is that the RIRs can do allocations based on the
technical requirements given to them by the IETF.
