New version of the HIP architecture draft

I just submitted a new version of the HIP architecture
draft, draft-moskowitz-hip-arch-03.txt, to the repositories.
In the meanwhile, the draft is available at

This is a high level description of our current HIP thinking.
It doesn't discuss multihoming much, but that is mentioned.

We are planning to prepare the next version towards the end
of May.  Please read and comment before that.
