Complexity is too generic a term unfortunately, it doesn't imply
anything about the advertise/withdraw cycles caused by site
multihoming.

Sounds rather good, gives the right impression.
turnover is used when there's a lot of change in the staff at a
company. Or how about turmoil ? cycling could work too since it's
cycles. turbulence makes me think of airplanes ;-)
