The question, then, is that what are the endpoints.

IMHO, mobile (home) agents and PIM RPs are the end points,
just as DNS servers and mail relays are the end points.

And the rewriting of destination locators on mobile agents
and PIM RPs is useful to eliminate tunneling,

OTOH, rewriting of source locator is not so useful, though I have
no reason to forbid it.

I showed it feasible. It is working and interoperating with leagacy
hosts without extra overhead of negotiation.
