Such a session layer would have keep track of how much data has been
successfully transmitted to the other side in order to be able to
retransmit it when the underlying transport dies and another one must
be used. Essentially it would replicate a good part of the existing
transport functionality.
A much more useful approach would be to run the session layer
_underneath_ the transport layer so the transport protocol can do its
magic and the session layer can juggle the addresses.
