I submitted the following Internet-Draft today.

TLC-FM : Transport Layer Common Framework for Multihoming

This is a transport layer based multihoming solution targeted for
all the transport protocols.
This includes some new ideas that can be used for host based approaches and some architectural analyses before at end of this document.
