crypto based host identifiers draft

Here is a proper draft on crypto based host identifiers that I just 
submitted:

It's not all that different from the non-draft I wrote up before 
Minneapolis.

(Now going back to hanging on the couch half-passed out because a 
severe cold, RIPE meetings apparently don't agree with me.)
