No, this is an example of correct chairing. The consensus formed
in the meeting will be recorded in the draft minutes, and the draft
minutes will be sent to this list for validation of the consensus
on the list.
It takes longer to prepare the minutes of a full day's meeting
than those of a normal IETF session, especially when distracted by
impolite emails.
