Issue 10.1.2: Files

Previously netconf used lock and unlock only to lock 
configuration datastores. Do we really want to add the
ability for netconf to lock/unlock files?

We can specify that copy-config be atomic for the purpose of copying
to/from files. If we do that, do we need to lock/unlock files?
