 The error-option parameter for the edit-config operation
 needs a new enumation called 'test-only', to allow
 validation of a partial configuration.  The validate
 operation can only be used for a complete configuration
 database.  There is a need to test if a specific edit-config
 operation would be accepted, without actually having
 the changes be made by the agent.  A new error-option
 parameter will solve this problem.
